Tonya Robicheaux-Huery

 Tonya Robicheaux-Huery serves as Regional Vice President at J. Allen Management Co., Inc., where she leads oversight for Housing Authority of Houston (HHA) developments. With more than 10 years of experience in administration, property management, and resident services, Tonya brings a well-rounded and highly practical understanding of affordable housing operations.

She has extensive knowledge in Public Housing, Low-Income Housing Tax Credit (LIHTC) programs, and property management best practices. Known for her strong organizational skills and attention to detail, Tonya plays a critical role in maintaining compliance, operational efficiency, and positive relationships across all levels of property management. Her leadership supports strong collaboration between on-site teams, residents, vendors, and ownership partners.

Tonya’s expertise in compliance oversight includes file auditing, application processing, resident account reviews, and resolution of resident concerns. She is also actively involved in training on-site staff across all areas of Public Housing operations, including PHAS scoring, occupancy standards, and Elite software systems, ensuring consistency and performance across the portfolio.

She holds multiple industry certifications, including Certified Specialist of Occupancy – Public Housing (NCHM), Tax Credit Specialist (NCHM), Certified Occupancy Specialist – Public Housing (Nan McKay), Certified Public Housing Occupancy, Eligibility, Income and Rent Calculation Specialist, and Certified Manager of Housing (NCHM). She has also completed HTC Compliance Training through the Texas Apartment Association.
