Kathy Barrilleaux

 Katherine “Kathy” Barrilleaux serves as Senior Vice President of J. Allen Management Co., Inc., where she has been a driving force since joining the company in 1981. Over the course of her tenure, she has built a reputation for delivering consistent results, particularly through strategic marketing initiatives that maximize occupancy and asset performance across diverse markets.

Kathy oversees the operations of more than 25 apartment communities across Texas, with a strong presence throughout Southeast Texas, including Houston, Port Arthur, Beaumont, Lufkin, and Bridge City. In this role, she leads on-site management and maintenance teams, directs daily operations, and ensures full compliance across a broad multifamily portfolio. She is also responsible for providing detailed, performance-driven reporting to ownership groups, helping guide operational and financial decisions.

Throughout her career, Kathy has overseen the management of more than 4,150 multifamily units, giving her a depth of experience across a wide range of property types and operating conditions.

With more than 26 years of multi-site supervision and management experience, Kathy brings a sharp understanding of market dynamics and a proven ability to implement cost-effective programs that drive revenue. Known for her strong belief in the true potential of income-producing properties, she has consistently achieved rent growth above market benchmarks through disciplined management and strategic positioning.

Her expertise extends beyond operations into construction and asset recovery, particularly in distressed properties. Kathy’s deep technical knowledge and hands-on experience led to her qualification to perform HUD inspections, including HQS, physical inspections, management reviews, pre-foreclosure assessments, quarterly inspections, post-closing evaluations, and emergency work-order reviews.

Kathy holds multiple industry designations, including CAM, CAMT, COS, and NAHP Executive, reflecting her comprehensive knowledge across both operational and maintenance disciplines. She is also a Certified Apartment Manager Instructor (CAM I & CAM II), contributing to the development of future industry professionals.

An active and respected leader within the Apartment Association of Southeast Texas, Kathy currently serves as Vice President of Professional Development. She is also involved in several key committees, including Membership, PAC, Product Service, Grievance, and Public Information, further demonstrating her commitment to advancing the industry.
