J. Allen Management Co., Inc., a Beaumont, Texas-based fully-integrated management firm, in business since 1981 specializes in managing troubled multi-family properties, especially affordable housing communities. J. Allen Management also provides a consulting service to real estate investment owners.

With over 5,757 units in our portfolio, J. Allen Management has expertise in making initial assessments and developing comprehensive plans to bring properties in compliance with all housing and building codes, and compliance with all governmental regulations. Many of the properties have Section-8 housing assistance, which requires intensive oversight to keep up with the changes in regulations and market conditions.

J. Allen Management provides professional service with a staff of highly trained personnel with many years of construction, maintenance and management experience. The J. Allen Management staff is composed of professionals who hold certifications in COS (Certified Occupancy Specialists), CAM (Certified Apartment Manager), PHM (Public Housing Management), HCCP (Housing Credit Certified Professional), CAMT (Certified Apartment Maintenance Technician), CAPS (Certified Apartment Property Supervisor), CPM (Certified Property Manager), CCIM (Certified Commercial Investment Member), and NAHP (National Assisted Housing Professional), who have provided property management solutions to the multi-family and commercial property management industry for more than twenty-six (26) years. Josh Allen

Joshua W. Allen Sr.

President

Mr. Allen is the President of J. Allen Management Company, a fully integrated management firm operating in Texas and New Mexico which specializes in affordable multifamily properties. He has over 40 years of experience in all types of multifamily apartment properties. As the President of J. Allen Management, he is extremely qualified to handle all phases of apartment management and development. His experience exemplifies integrity, performance excellence, and quality. These personal commitments have contributed to the success of J. Allen Management Co., Inc. Mr. Allen is a CAM (Certified Apartment Manager), CAPS (Certified Apartment Property Supervisor), CAMT II (Certified Apartment Maintenance Technician II), and NAHP (National Assisted Housing Professional) executive. He has served 38 years on the Board of Directors of the Texas Apartment Association, served 6 terms on the Executive Committee, and served in the capacity of State President in 2007-2008 where he was the first African American to hold that position. Currently, he serves on the Board of the Houston Apartment Association and was recently awarded the status of Director Emeritus. Locally, he has served 3 times as the President of the Apartment Association of Southeast Texas and for 38 years on the Board of Jefferson County Drainage District 6, of which, he served 5 years as President. Mr. Allen was awarded “President of the Year” by the National Apartment Association and “Contractor of the Year” by Triplex Minority Business Council. In honor of his far-reaching community service in Southeast Texas, a highway has been renamed in Beaumont to Joshua W. Allen Sr. Highway. At Lamar University, Mr. Allen established the Joshua Allen Scholarship in Criminal Justice to reflect his commitment not only to the Criminal Justice field, but to education itself. Mr. Allen continues to seek opportunities to serve and volunteer in his community and state.

Since joining J. Allen Management Co., in 1981, Kathy has established a reputation for results by devising marketing strategies designed for optimum rate of occupancy. As the Vice President, Kathy oversees the operations of twenty-five apartment communities in Houston, Port Arthur, Beaumont, Lufkin, Bridge City and Lake Charles, Louisiana. Kathy is responsible for the on-site staff of managers and maintenance personnel, for the day-to-day operations and all related compliance issues. Kathy provides detailed reports to owners of over forty-one hundred fifty multi-family apartment units

A firm believer in the term “income-producing” property, Kathy has successfully raised rents above market levels. With over twenty-six years of multi-site supervision and management, her keen instinct of market conditions and development of cost-effective programs make Kathy an integral part of the management team.

Kathy is a CAM (Certified Apartment Manager), CAMT (Certified Apartment Maintenance Technician), COS (Certified Occupancy Specialist) and NAHP (National Assisted Housing Professional) Executive. With her extensive background knowledge in working with maintenance and construction projects on distressed properties, she was qualified to perform HUD inspections for the Department of Housing and Urban Development. These inspections included HQS, Physical, Management, Pre-foreclosures, Quarterly HUD property inspections, Post-Closing and emergency work-order inspections.

She is an active member of the Apartment Association of Southeast Texas, and is currently serving as Vice President of Professional Development. Kathy also serves on the Membership Committee, PAC Committee, Product Service Committee, Grievance Committee and Public Information Committee. She is also a Certified Apartment Manager Instructor (CAM I & CAM II).

Raynold Richardson formerly worked with the U.S. Department of Housing and Urban Development (HUD) in several positions and is J. Allen Management’s multifamily expert. Raynold was the Director, Fort Worth Asset Management Division, Southwest Multifamily Regional Center for HUD over a five-state jurisdiction with six offices and managed an unpaid principle balance of $10 billion which consisted of 3,484 developments. Raynold was the Director, Multifamily Housing Program Center, Houston and managed both development and asset management programs including underwriting, asset management, and preservation activities for the assigned 35-county jurisdiction in East and Southeast Texas. The Houston Program Center closed 374 insured loans (i.e., 221d4, 221d3, 223f, 241, 231, 232, 242, some inclusive of LIHTC, HOME, CDBG and Historical Tax Credit dollars), resulting in a total mortgage amount of $2,751,330,500 and 65,622 total units. The Program Center initially/finally endorsed 34 Section 202/811 developments totaling 1570 units in the amount of $111,751,880. Raynold was also the Director, Office of Public and Indian Housing, Houston, managing all Public Housing programs including the Section 8 Housing Voucher, Certificate and Moderate Rehabilitation Programs; Capital Fund Programs (HOPE 6, development, modernization, and HQS compliance), Management Assessment Programs; Operating Fund programs; resident self-sufficiency and economic independence programs. In addition, as a former Chief of Asset Management, Multifamily Housing, Project Manager and Occupancy Specialist, his in-depth knowledge of HUD/FHA policy, production, asset management, public housing and community & planning development programs make him a key component of the J. Allen Management’s successful client and government relationships.

Tonya Robicheaux-Huery

Tonya Robicheaux-Huery

Regional Supervisor

Tonya is JAMC’s Lead Regional Property Supervisor for HHA developments and brings 10 plus years of administration, property management and counseling experience, offering solid knowledge of Low Income Public Housing, Tax Credits/Management Techniques, a strong teamwork ethic, excellent record keeping and organization skills, maintaining a positive relationship between management staff, residents, vendors, partnerships and potential residents of the communities. She has strong compliance oversight skills, which includes auditing of files, application processing, resident account reviews, resident complaint resolutions, training of on-site staff in all areas of PHO operations, PHAS scoring and Elite software.

Tonya is a Certified Specialist of Occupancy, Public Housing (NCHM); Tax Credit Specialist (NCHM); Certified Occupancy Specialist Public Housing (NAM MCKAY);   Certified PH Occupancy, Eligibility, Income and Rent Calculation Specialist; Certified Manager of Housing (NCHM); and has her Certificate for HTC Compliance Training from the Texas Apartment Association.
